Making Offers on Properties

I have a question, I'm currently reading The Book on REI by Brandon, and he makes it a point to make a lot of offers on properties.

Am I making these offers before or after seeing the properties? It seems as though I'll be spending a lot of time looking at different properties for a lot of them to potentially say no to my offer.

I agree and disagree with the statement to make lots of offers. I would make ZERO OFFERS until you have a game plan and run the numbers on the prospective property. Making offers without doing that will get you no where. I hate wasting people's time so I don't even view property unless it's close to my criteria.
