Pooled water in the back yard

Hey BP community,

I was inspecting a house today and there was lots of pooled water in the backyard. We have had a lot of rain recently but it has been 24 hours and I would expect it to have dried up by now. What sort of issues could I be looking at with something like this? 

There was also an at&t underground cable thing in the backyard (See photo), does that pose an issue? (There is lots of water pulled around that, not sure if the issue is connected)
