Do I need a permit to begin building?

I bought an investment in the Atlanta area.    I noticed a concrete slab about 150 feet from the main house.   The slab measures 28 x 35.  My question is do I need a permit and inspection to begin building?  There looks to be an old water pipe going through the slab as well.

Assume "Yes", versus finding out when your local building official issues you fines. Contact your local government zoning office and they can help you understand what is permitted to be built there and the permits you require.
