clear title - Tax deeds

What is the difference between the title given by the county after purchasing a deed at a tax sale and the clear title claimed to be given by the company "Tax Title Service"? Doesn't the tax sale clear all liens and encumbrances?

Can anyone share their experience with the company mentioned above
