Philadelphia, PA Foreclosure and Pre-Foreclosure

So when I reached out to my realtor to talk with him about buying foreclosed and pre-foreclosure homes he told me that I would be better off working with a wholesaler or going to auctions by myself. I was surprised to hear this because he was essentially telling me that he didn't want to work with me. Realizing that my realtor was not going to help me with this, I reached out to 3 other realtors...only to get the same reply. Am I missing something or am I going about buying foreclosures and pre-foreclosure houses the wrong way. I would love to hear from some realtors and wholesalers for perspective on this matter. To put my situation into perspective, I only have 2 rental units....I am not a big time investor....yet : )
