Grading In AZ

BP, 

I am currently trying to help a business associate get some land graded on Lake Havasu, AZ. Its a 10acre, New Construction. If anyone can give me any suggestions, I'd be extremely grateful. It's been extremely difficult to find someone that is licensed, that can handle something of this size.
