Advice Needed for Subdivision in Phoenix, AZ

Hey BP developers, my group is putting together our first small subdivision deal. We already have the site plans, which were started by another developer that we're purchasing the project from. Can anybody explain the basic steps we'll need to take, from A) site plan approved to Z) building permits in hand? I imagine this involves both the City of Phoenix AND Arizona Dept. of Real Estate for our Public Report (required for subdivisions with 6+ lots). I've been hunting around the various gov websites, trying to piece this all together, and have made little progress. Thanks so much for your help.
