Negotiate energy rates for tenants?

Cost if utilities essentially doubled over the last couple months in MA and NH. Due to deregulation laws you can negotiate the “supply” side of your gas and electric bills, we do this for our larger building where we carry a significant portion of the utilities. That being said many of our tenants are complaining that the increase cost of their bills is putting a financial strain on them, ie that’s why rent is going to be late. 

My question is has anyone tried to negotiate electricity rates for residents personal meters? It sounds like it should work and if we save them money it might work in our favor when it comes to tenant retention.
