Are appraisals limited within a city limits

So my property is at the edge of a city limits  3 house to the right starts a new city and my appraiser said i can only use comps in my city limits i can’t go out of my city limits 


has anyone else experience this or have information on if that is correct

Different cities or municipalities could have better or worse schools as well as one of them could require a POS and the other could be the city of Cleveland which doesn't require that. All of these things would have to be taken into account when considering if a sold comp is a comparable property
