2 part question about refi

Hi-- I own 4 small houses free and clear in upstate Ny and would like to cash out refi or line of credit. 

Can someone tell me how to go about this from Fannie mae or freddie mac  and ....

does anyone have a referral for me for a bank broker? in that area?
