Asbestos lining in HVAC Ducts in slab floor

I am am looking at a 3/2 single family in Western Suburbs of Chicago as a buy and hold. The house is on a slab with the HVAC ducts buried in the concrete floor. We had a sample taken of the duct liner and it shows to contain 15% asbestos. I know now that it has been tested, it will have to be declared. 

I see 3 options 

- bust up floor and remove it,

- Seal it with Concrete and rerun the ducts over head

- have it rubber coated, like Ductarmor.

Has anyone dealt with this yet? Any Asbestos companies in the Chicago land area that are recommended?
