Fighting for competitive interest rates - low on seed capital

Is there any benefit to trying to leverage banks against each other for more competitive interest rates? What of local credit unions? Or are the interest rates, in general set by policy?

I have regularly been seeing mortgage rates between 3.2-4.5% depending on your term. The average national rate in America is 3.87%.
