The best play I can imagine would be to try to buy a property each time you are stationed somewhere. If you did this and nothing more, at the end of the average career in terms of PCSs you'd own at least 7 properties. You'll be able to purchase your first few with a VA loan, which will require little cash up-front. If you made your first home a 4-plex (house-hacking) then you'd be off to a FANTASTIC start!
