Comparison Home Equity Loan or a Mortgage

If interest rates are the same, which is better a mortgage or a home equity loan? Does the mortgage gain equity faster? Is the home equity loan better because there are no closing costs? Is the home equity better because I can write checks for large repairs ? Is the pandemic a good time to refinance?
