Cash out refinance rental property bay area

Hey Guys, I'm fairly new to biggerpockets, but already very excited about learning from all the experts on this forum.     Right now, I'm looking to do a cash out refinance on a condo I own in San Francisco.   I have no problem qualifying for a standard refi,  but have not had any luck with cash out.   Is this something of the past?   A broker I'm working with from Bank Of America tells me that since the Fannie Mae meltdown,  these types of offerings cease to exist.    I'm not sure if I completely believe that though.    I appreciate any advice and guidance.  Thank you!

@Vik Ahuja  I'm pretty sure the BofA guy is full of it.  I just completed a cash out with refinance on a SFD with @Chris Mason.  In the middle of doing another one with him on a 4-plex.  Chris is the man, I recommend contacting him and seeing if he can help you with it.
