Best LTV % for HELOCs

What had been the best LTV % you have seen for HELOCs? I seen a 95% but it was from a website called "Lower" can anyone vouch for them or have experience with them. I tried PENFED they give 90% LTV. Just looking for some insight. Thanx everyone
