LLC needed in Indianapolis or Texas

If I have multiple rental properties in Indianapolis and in Texas where should I form my LLC?

Also, is it better to complete a heloc on my cash owned property before or after I file an LLC?

I would set an LLC in each area you will be doing business in. Also I would do the HELOC before moving them into an LLC
