What does a good Rehab Loan look like for a $75,000 house with a $70,000 rehab budget?  I'm looking for interest rates, draw schedules, etc...

The smaller neighborhood banks will be the most cost effective option. Not all have products for this, but some do. Expect a depository relationship requirement. Worth exploring because these are relationship lenders who can really help you grow but requires time on the front end to cultivate these relationships.
