Self Directed IRA for land purchase

I have a traditional loan in my primary house. I do not want to sell it just now. I wanted to invest in a secondary property that can double up as a rental (MFH). Can I buy a land using self-directed IRA, then build using hard currency loan and finally refinance with a traditional loan when my primary house is sold?
