My lease clearly states that tenants must water the lawn 2 times a week during summer .Tenants ignored and now my grass is dried up.Can i deduct grass replacement cost from their security deposit?

Can you confirm they were not watering it, they could easily say they did but its too hot.... Also are they supposed to water for 30 seconds or for an hour? This is not something you should leave up to tenants.
