Housing voucher section 8

I have a Section 8 tenant and have been trying to contact the Chester County Housing Authority for the past six months regarding a rent increase. The rent was last adjusted approximately three years ago.
Despite multiple emails and phone calls, I have not received any response. 

Is there someone at HUD I can reach out to, or do you have any recommendations on how to proceed?
