This is the number one problem in my business. It is hard to find someone who is good and reliable to do this.

Why hasn't the occupant alreay moved out, now that they lost ownership of their home?
You need to start the eviction process ASAP!
Once you do that, you can try offering cash-for-keys to expediate their moveout, but be prepared for games and do NOT pay anything upfront! Only pay once they leave the place broom-clean and not stripped of mechanicals, cabinets, lights, etc.

This is almost certainly going to Require an eviction. These former owners are living for free and have an attachment to the property. Become familiar with the eviction process and timeline in your area. You might want to consider cash for keys(paying them to leave)
Thank you, I’m looking for someone 3rd party do this for me. As you said owners have “sentimental attachment” plus free stay!

Thanks, yes I tried to email HUD Philly office but I got an email response from the office saying I’m not in the contact list!

I have a Section 8 tenant and have been trying to contact the Chester County Housing Authority for the past six months regarding a rent increase. The rent was last adjusted approximately three years ago.
Despite multiple emails and phone calls, I have not received any response.
Is there someone at HUD I can reach out to, or do you have any recommendations on how to proceed?

@Sai T. A good way to convince a judge to decide in the tenants favor is by neglecting repairs. You need to keep the unit in habitable condtion so you are holding up your end of the lease agreement and local habitability laws. Contact a plumber and either meet the plumber there yourself or have someone else meet them there so you (they) can see the condition of the property. If she is not paying rent, she may also be causing damage. I would want to see inside that property if at all possible to see what's happening in there.
