All professional tenant will say they do not have other place.
Treat the two items separately-non-payment of rent and a repair.
Read the CDC guidelines to see if they actually apply to your tenant. From what I understand, it only applies to people who lost their job or had severely reduced hours at the moment due to covid and have no other place to go. You could also offer her $ to move (get it in writing and do not pay her until you've inspected the unit and she is out and you have keys in hand).

Sorry to hear this, there must be some way for this particular situation. Get another opinion more local and reliable RE attorney. Even if you start the eviction tomorrow it will take 2-4 months it means one year loss of rent.
