Grading issue and gutters.
Yes, I’m definitely removing the 3-4ft drywall
Fixing the gutters but there is not much slope to make good slope/grading for water. House sits on flat ground.

I have used the Well cover from HD. They won’t last more than 1-2 years. I came across of this company https://windowwellexperts.acem...
$120/cover for Quantity Cover size 41" x 16": "Sloped" Style, our most popular, because being sloped it resists standing water and allows rain and snow to drain off with its clam shell design.
Plus $75 for Hinge & Prop-up Bar (optional).

Yes I had the same issue when rains heavily with windstorm
@Frank S. This picture is not super helpful to answer your question but if I were to guess I would say you either have no flashing or older wood bevel flashing outside and the caulk has dried out. May just need caulked or flashed and caulked. The basement window could be similar issue with a lack of flashing at the deck to house juncture. Exterior photos would be great!
