Location, Location, Location?

Hi guys, 
so I was thinking of buying a rental in Phoenix.
Technically, its Phoenix's suburbs.
I need your help please...

1) One house in on 83 ave+Deer Valley Peoria, AZ (great location, great school district), there are not many available rentals in this area. 340K, 3 bdr/2 baths, will rent for 1.8-1.9K per month. New roof, new water heater but old AC., new paint, new flooring (waterproof). Was owned by an elderly couple.
2) The second house  is in Gilbert, great location as well. Will rent for the same amount. No updates at all. Smells like pets in the house. The house was a rental, broken window shades, not painted, old carpets...  Also 3 bdr-2baths (but there is no closet in one bedroom, so I guess its a 2 bdr and a den),  cost 386K, will rent for 1.8-1.9K as well...Gilbert is a Mormon town. Will grow and appreciate in price more than Peoria. But, Mormons don't like to rent, they own, so lots of empty rentals on the market in Gilbert... 

Both houses have similar sq footage, 1100sq feet. same amount of land... If I buy this one, I would have to put more money into it, which is tough but I could squeeze it in within a couple of years...

Where would u buy? Would u go for appreciation? Or would you go for a better house?

P.S. you shouldn’t buy either those rent to purchase ratios are way too low. Try and find something in the .7-1.2% range.
