I'm thinking about renting out a row house section 8. Can I inspect every 30 days?

You can but that would be absolute overkill and annoying to the tenant. I'd suggest doing an initial inspection 30-45 days after they move in and if there are issues that need addressing then come back in another 30-45 days but if there aren't any real concerns after the first I'd move inspections to once every 6 months.
