Tenant Screening for Tenants Without Internet Access

Does anyone know of a tenant screening service that I can do a credit, background and eviction history check on prospective tenants by entering their information myself when a tenant prospect does not have email or access to the internet? 

I have often used My Smart Move by Transunion and also used the services provided through my Buildium account, but I need more options since these services require the tenant to receive an email with a link to the screening request.

I know I could always require them to go to a public library and create an e-mail account and access it there, but that isn't so easy for some people.  I am diligent in my screening and I adhere to my requirements, but in my lower end rentals I encounter this problem fairly regularly.  How was this done before online access became so prevalent?

Doesn't the public library have internet?  If they want the place bad enough then they will figure it out.
