Dog attack

Question for my multi family investors. In this particular scenario, I have a duplex and each side have 2 dogs. Neighbor A's dogs are never leashed and neighbor b's dogs are always leashed. A's dog ran after bs dog and bs dog bit neighbor A as a result of him sticking his hand in her mouth to try and break it up. My question is who's at fault and what should be the protocol following this?

Alex:

Two questions: 

1) What are the local leash bylaws? If the dogs are suppose to be on-leash, or penned/fenced, at all times, even on "their own" property, then 'A' would most probably be responsible for the situation and the injury s/he received as a result.

2) What does your lease say?  If the local leash bylaws do not pertain to private property, your lease should indicate that the dogs are to be on leash whenever outside .... since it is a conjoined/common wall property.
