Water bill.

Hello BP.

Wanted to know, in Philadelphia does the owner of a property, besides Taxes,insurance, repairs, etc. Do they pay the water bill?

I like to pay up to a certain dollar amount.  In Philly water attaches to the house if it is not paid and therefore the safest bet is to keep water bills in your name to make sure they get paid.  Paying up to a certain dollar amount ensures that the water bills do get paid and that the tenants are not using too much water or are concerned enough to notify of leaks and leaky toilets.
