Section 8 Inquiries - how do you respond

I do not wish to participate in the Section 8 program and have received an email regarding the availability of a unit I have advertised.  I've read Maine Landlord laws and can't get a straight answer, says you don't have to participate but then says can't discriminate based on subsidies.

Would like to know how others handle similar requests.

What's the best way to proceed?

    I've responded that I am not qualified for Section 8 - - and you can't be until YOU apply and have an inspection.

    So, don't apply.
