Installing sump pump under quadplex. Who pays electric?

I’m planning on getting a sump pump installed under a crawl of my first quadplex. Each tenant has their own electric. Just wondering how it works with the electric bill?

The right answer is to get a 5th meter in your name for it. In Philly they call it the "Public Lighting" account.
