Proof at lease signing that tenant received prop condition doc

Right now when I do lease signings tenants sign and date each page of the property condition report, then I take it home, scan it and email it to them, asking them to reply that they received it. 

Only flaw is that they could technically say they never received a copy of the report, which they are REQUIRED to receive a copy of in my state in order for me to hold the deposit. If they claim they never obtained it, they can claim twice the amount of the deposit against me in court.

So short of obtaining a scanner to take with me to appointments or bringing duplicate copies to fill out and sign, how would you suggest I mitigate this risk?

@Jack B. Emails generally have the option to trigger a email back to you stating they have received your email. Outlook has this feature. Alternatively you could mail it to them and pay the small charge to have a confirmation number that they have received it return to you. Forget the name is such service but it would be worth it compared to forking over double the deposit. CYB (cover your butt)
