Regulating thermostats in a multifamily unit.

Are you allowed to regulate thermostats in a multifamily unit?  I have tenants who crank up the heat in the winter while their windows are open.

    @Rodney Wright....I have the Chicago Controls thermostats in my multi-family units as well and they have been a huge help!!  Be advised though...if you have long term tenants that have been use to 80+ degrees ....there will be a learning curve :)
