Wilmington (Delaware) 2028 & Downtown Development District Plan

Hello BP fam!!!  I recently connected with a local investor and she told me about a plan called the Wilmington 2028.  I've been doing further research into the area and was wondering if anyone else has considered investing in the areas closest to downtown Wilmington, DE.  The plan looks very appealing with the best offering of a 20% rebate on construction costs on projects $25k+ for property owners.  With that said, the areas are in the higher crime areas so the tenant pool may not be the best.   If you know nothing about it, check it out in the link and let me know your thoughts.
