Section 8 tenant accusing and creating a big issues

This in bathroom ( there is no exhaust fan

I have section 8 tenant 80 years old (does not speak English) tenant family helps her.

Tenant has been renting last 5 years housing authority inspection never failed before. There was water minor leak from upstairs condo in March 29th and I contacted HOA and they were not able to reach upstairs tenant but finally he fixed the leak. It was not more than sparkling repairs. He waited for housing authority inspector to create this issues and reported to the township too.

I met with with my contractor and tenant (family member)agreed with date and time this Saturday for repairs but next day tenant sent the below email.

Yesterday at 5pm. we met at the apartment with your Contractor.

You specifically said that you do NOT have to make any repairs and that the Tenant would then be forced to move.

This is the 3rd Time the Tenant has been aggrieved for simply exercising it's rights. (Tenant exaggerating by saying 3rd time)

Pennsylvania Supreme Court has ensured that Tenants have the Right to a decent place to live

This guarantee to decent rental housing is called the Implied Warranty of Habitability.

The Tenant is also Protected against Discrimination & Acts of retaliation for reporting Repairs /Violations

Your Contractor suggested Repairing & Remediating Mold Concern Saturday 6th July this date will not work .

NOTE: No commitment to make any repairs received by the Landlord (HE IS LYING)

Today ABC CO. Inspected the affected areas and have conducted a Mold testing and will be Providing certificate.

Once this report is received , proper Permits & Remediation by a Qualified Licensed Contractor can be scheduled.

BTY  I’m waiting for housing authority inspection report yet but I’m trying to fix it but tenant is looking for something...

. Reply via registered letter to tenant clearly correcting any mis information.
. Make sure they reply by letter, text messages can be sent by anyone, you need replies to come from Tenant
. Mold remediation is a serious issue in rentals, and should be done by Licensed contractor.
. Your contractor should be discussing repairs with you not the Tenant.
. Sched all repairs with 48 hours notice to tenant or whatever your lease states.
You do not need to have your repair dates "work" for Tenant, You are giving the Tenant a courtesy of informing then when the repairs WILL be done, not asking permission.
. Keep all documentation in case of you are sued.
. Write down a timeline of how/when you are responding to issues.
