Need help with how to Submeter utilities!

Hey everyone!

I'm going to start looking for my 2nd home to house hack in the Clovis Ca area. Right now I'm thinking a SFH (if I don't find a quadplex at the right price and area) for a live and flip, and convert my garage to a 750 sq ft 1 bed 1 bath apartment. My question is: does anyone know how to submeter utitiles? I'd much rather go this route vs paying for separate meters which come at a high cost. I plan on going all electrical for appliances so I would just need to submeter the electrical.

Also another question regarding section 8 tenants: in the unfortunatel event where a section 8 tenant has to be evicted, does section 8 still pay their portion of the rent during the eviction process? And also can the landlord to still legally collect the section 8 rent?

@David Maldonado, good thought on the utilities, however in fresno the market expects landlord to pay water, sewer and trash so if the tenant pays that you may have to take lower rents, just an FYI.
