Section 8/Voucher program in Baltimore, MD

Hello all,

I am looking form more information on section 8 and the voucher program in the Baltimore, MD area. Is there a difference between the two or is the voucher program Baltimore's version of section 8? 

Also how do you list a property with the voucher program and how do you find what the fair market rent is for a specific neighborhood is? (I have used the HUD website to find the FMR for Baltimore county but was wondering if it could be broken down by neighborhood or at least by zip code.)
