New anti-rental HOA restrictions
I own 4 rentals in an approximately 200-home subdivision. The HOA just sent a letter saying that for future tenants, we have to get approval from the HOA for future renters. The HOA must approve the lease, see a background check on the tenant, and other information. Of course I'm sure they won't do this in a timely manner as nothing happens in a timely manner with this HOA. Is it legal for an HOA to change terms on who can live in my property when I've owned the properties for years?

You need to read the covenants that came with your property. They may have vested an elected board or even a hired management company with the power to make such regulations in the covenant.
Until you have done that, no point in contacting an attorney (unless you need legal help in deciphering the covenant).
