convert owner utility bills to tenants

Is there a program or something that I can do to change owner paying to tenants paying there own electric water gas?

Are the units separately metered for water, electric or gas?  In many jurisdictions, you must separately meter the utilities if you want tenants to pay for them directly or you risk violating consumer protection laws.
