What does Refinance mean in the BRRRR Strategy

Good day, BP Community,

   I've been reading "The Book on Rental Property Investing" and I'm still grasping the concept of Refinancing from Chapter 3 of the book. I would appreciate it if anyone could explain it in the comments. Thank you in advance.
