duct cleaning landlord or tenant responsibility?

Tenant says ducts are bad. Is duct cleaning landlord or tenant responsibility? I did once on earlier about 6 months back using my money. Now tenant again asking for duct cleaning which may cost again 500$. Please advise

@Gp G. If you already cleaned them six months ago, it will not need this done this soon. Are the coils dirty? Does the tenant change the filter often? Trying to understand why they are asking for this again.
