Emotional Support Animal (MN)

Hi, I have been finding conflicting information online and on the forums about emotional support animals.  I have a current tenant that got a dog, after I questioned the dog being there he said he was working on making it a ESA.  He provided me a generic form from his doctor that says after an appt with tenant he feels his current dog would qualify as a support animal.  It makes no mention of the dogs name, age, breed etc.  My main question is can I require proof of training and certification to become a support animal?  This is in MN, thanks in advance for any responses.

There is no training or certification for a service animal/esa required under the Fair Housing Amendments Act of 1988.
