STR in Bakersfield CA. Help please

We own a beautiful property with the river running through our backyard that we’d like to share with other guests. 
The city/ordinance doesn't allow STR but it also doesn't say you can't. What gives?

We want to do everything right which will include whatever taxes, business license etc needed.

Please help!
