Right now I have Cox cable and wifi in all my STRs.  I own the cable modems.  They are the kind with a built in router.  Netgear CG3000Dv2 is what most of them are.  I want to ditch the cable company ($100+ a month for each address) and go with the cities internet service.  Their modems are on the power lines.  Every living room has a smart HDTV and I want tenants to connect with their own devices. I bought an Ethernet -2-WiFi Universal Wireless Adaptor.  I have to plug it into a router.  I don't have many routers, but I have the cable modem/router in every house.

Can the Universal Wireless Adaptor be connected to the Netgear modem/router and have it broadcast the signal?

Yes you can connect a standard wireless router to a modem via a ethernet cable.
