How do I purchase a home that looks abandoned?

Hello BP world, I have been following and getting inspiration from the Bigger Pockets Podcast and articles for almost a year now. 

I see a house in my city that appears to be abandoned, the doors and windows have been shut up with steel panels for months and the pool has been boarded up as well.  This home is in lauderhill, FL in Broward County.

How do I approach purchasing the property?

I live in Broward the first thing i would do is search the Broward County Property Appraiser below link and at-least find out who owns it 

You could call them see if its listed or if there looking to sell
