Basically the selling agent is willing to give up part of their commission to a buyer. I sometimes see selling agents offer part of their fees but this person is offering quite a bit more than most I have seen. Totally legal to rebate to a principal to the transaction. 

 Legal in most places...but actually illegal in 10 states. Just stating this for readers in other locations so they dont automatically think its kosher everywhere.
