Driveway/Parking Space Permit?

HI  Bigger Pockets,

I'm eyeballing a property for my to househack in Journal Square NJ.

I noticed there is a indent in the front of the house where 1 Compact SUV size car would be able to sit without blocking the sidwalk. 

I would just have to take out my fence but what is the process of getting the sidewalk cut?
