Where would you plug in a “pre-dial” optimization layer?

I’ve been looking at a lot of different outbound setups lately—everything from manual teams to fully automated AI-driven systems.

Most are well built in certain areas:

  • list generation
  • dialing / outreach
  • follow-up automation

But one area that still seems underdeveloped is what happens between list creation and outreach.

In most cases, once a list is built, it either:

  • gets worked top-down
  • or gets lightly segmented and then dialed at scale

I’ve been exploring what a true “pre-dial optimization” layer would look like—something that improves which leads get contacted first regardless of the system being used.

For those running more advanced setups—

Where would something like that fit into your workflow, if at all?
