Getting a new multi family build

How difficult and expensive is it to have a builder create a brand new 4 unit multi family home in the Midwest? I’m thinking about Ohio, Indiana, Michigan, etc. Debating the build vs buy strategy.

 Construction costs are pretty high. It rarely makes sense to do new builds for smaller multifamily. Either build luxury single families or larger apartments. That is what I have noticed in Columbus, Ohio
