How to tap into equity in Austin without selling

I own a few investment properties in Austin TX that have quite a bit of equity. From what I've been told, you can't do a HELOC on a residence that is not your primary in the state of Texas. And if you manage to find someone willing to move forward, it's still very difficult to do. I'd like to tap into some of the equity in my properties without having to sell them. What options do I have if any, besides doing a cash-out refinance? Thanks in advance BP!
